Jimmy Shih bc56b70b4c Add fractional seconds to timestamp in GPX, KML, CSV, and TCX.
Move FileUtils.FILE_TIMSTAMP_FORMAT to StringUtils.java
Clean up StringUtils.java
- add formatDateTimeIso8601
- add formatDistance
- add formatSpeed
- rename all methods to either formatXXX or getXXX
