Bugfix: PublicAPI StartRecording recorded no data.
Problem was that the TrackRecordingService was not started as a ForegroundService anymore.
Fixes #1904.

Bugfix: PublicAPI stop should not start TrackRecordingService in foreground.
Actually, TrackRecordingService will only be start in foreground if needed.
Fixes #1824.
