A lot of cleanup:
* Splitting ExternalFileBackup into UI and non-UI parts
* Disabling backups while recording
* Triggering cloud backups when preferences are changed

Getting rid of full cloud backup for now - the backup service has a small size limit (1MB) which wouldn't be enough for us
